The proposed legislation, announced by Cabinet Secretary for Health and Social Care, Eluned Morgan, seeks to curb marketing tactics that encourage overconsumption of unhealthy foods. This includes cracking down on volume price promotions like "buy one get one free" and free refills of sugar-sweetened beverages.

Ms. Morgan emphasized the need to address the disproportionate promotion of unhealthy products over healthier alternatives, noting the significant impact of such promotions on consumer behavior.
The draft regulations also aim to restrict the placement of junk food items in strategic locations within stores, such as entrances, checkouts, and aisle ends, to reduce impulse purchases.
Enforcement and Implementation
The proposed legislation aligns with similar measures in England and is expected to be introduced in the Senedd by the end of 2024. If approved, the new regulations will take effect in 2025, allowing a 12-month window for businesses and enforcement bodies to prepare.
Ms. Morgan expressed confidence that the legislation would drive the food industry to offer a more balanced range of products, supporting the government's goal of creating a healthier food environment in Wales.
Looking Ahead
Following previous consultations on restricting the sale of energy drinks to minors, the Welsh Government is gearing up to explore additional measures to promote healthy food options and reduce the consumption of unhealthy products, including energy drinks, especially among children.
