Meetings could move from historic chamber

Newtown & Llanllwchaiarn Town Council is set to discuss a proposal this evening that could see its meetings moved to a more accessible venue, following concerns about the current location’s lack of accessibility for councillors with mobility issues.

Newtown & Llanllwchaiarn Town Council is set to discuss a proposal this evening that could see its meetings moved to a more accessible venue, following concerns about the current location’s lack of accessibility for councillors with mobility issues.

The council chamber, situated on the first floor of the Grade II listed Sarah Brisco House, is only accessible via stairs. In recent months, at least two councillors, including registered disabled members, have expressed difficulties in navigating the stairs, raising concerns about their ability to fully participate in council meetings.

In a report prepared by the Town Clerk and Head of Business, it is noted that the council has a duty under the Equality Act 2010 to ensure fair and equal access for all councillors. Additionally, there are health and safety considerations regarding the safe evacuation of individuals in the event of an emergency.

Currently, the council operates a mix of remote-only and hybrid meetings, allowing councillors to join virtually or in person. However, for those who prefer to attend in person but are unable to access the council chamber, the current arrangement is seen as a disadvantage.

A medium-term solution is being explored as part of a collaborative project with the Sarah Brisco Trust and the Robert Owen Museum, which aims to renovate the building and improve accessibility. However, this project is expected to take at least two years to secure funding and implement necessary changes.

In the short term, the Town Clerk has identified an alternative ground-floor venue within the community that is available for hire on meeting dates. Technical tests indicate that hybrid meetings would still function effectively in the new space, ensuring remote access remains an option.

The estimated cost for the new venue is £8 per hour, amounting to approximately £572 for the next financial year.
