A recent report containing recommendations on the devolution of powers over broadcasting in Wales has laid out a path that could significantly strengthen Welsh democracy.

Plaid Cymru, a political party in Wales, has called on the Welsh Government to initiate the necessary work to establish a Shadow Broadcasting and Communications Authority for Wales, emphasizing the importance of an independent media in a democratic society.

These calls were made following the release of a report from an expert panel tasked with examining the devolution of broadcasting to Wales.

According to the Co-operation Agreement between Plaid Cymru and the Welsh Government, both parties are in agreement that broadcasting and communications powers should be transferred to the Senedd (Welsh Parliament).

The central recommendation of the report urges the Welsh Government to proceed with the establishment of a Shadow Broadcasting and Communications Authority for Wales by September 2024.

Plaid Cymru has hailed this recommendation as too significant to be delayed, emphasizing that an independent, fair, and balanced media is essential for a functioning democracy.

They argue that decisions regarding communication and broadcasting matters affecting Wales ought to be made in Wales. While much of the power over Welsh media remains under the jurisdiction of another country and government, Wales will undoubtedly suffer.

Highlighting the importance of a local authority to offer guidance on forthcoming changes, increase transparency, and promote media plurality within Wales, Plaid Cymru's spokesperson for broadcasting, Heledd Fychan MS, asserted that it is now the responsibility of the Welsh Government to implement the recommendations outlined in the report and promptly establish a Shadow Broadcasting and Communications Authority.

Established in 2022 through the Co-operation Agreement between Plaid Cymru and the Welsh Government, the Expert Panel aimed to address concerns surrounding the vulnerability of media independence.

Cefin Campbell MS, a Designated Member of the panel, stated:

"Our public interest approach towards broadcasting and communications in Wales stands in stark contrast to the London-centric, profit-at-all-costs approach of the UK Government."

Plaid Cymru envisions a future where Welsh media can embody democratic values and embrace diversity, enhancing and reflecting the national life of Wales. They believe that the establishment of a Shadow Broadcasting and Communications Authority for Wales, dedicated to safeguarding, diversifying, and improving local and national public service platforms, is an essential step forward.
