The work was carried out by contractors, SDW Construction Ltd and involved the purchase of the Pump House, which is set to be sold again.
The original plans included the demolition of the Pump House Bridge, to make it easier to travel along the path but the bridge has not been demolished.
The project was fully funded by the Welsh Government with a grant of £70,000. However, the final costs are unknown.
In a statement, a spokesperson for Powys County Council said:
"Specific costs, including those associated with the purchase and eventual sale of the pump house, are yet to be confirmed and at present are considered commercially sensitive."
