Town councillors are set to discuss its 2024/25 interim internal audit report tonight, with particular focus on procurement concerns related to last year’s Kicking Off Christmas event.

The report, conducted by the internal auditor, JDH Business Services , highlights that the procurement process for the event raised questions regarding market testing and the number of suppliers engaged.

According to the audit paperwork, the town council advertised the contract via Facebook, resulting in only one quote being received for the services provided.

The report recommends that the council review its procurement methods to ensure it reaches a broader range of potential suppliers. Suggestions include using additional advertising platforms and initiating the procurement process earlier to give providers more time to submit bids.

This finding aligns with a broader issue noted in the audit regarding procurement. Another instance identified involved a payment to Severn Valley Events Group/AL Technical of £5,000 for tech support, lighting, and a generator, where again only one quote was received for Newtown Food Festival in 2024.

Given the council’s duties on best value of public funds, effective procurement processes are critical. Ensuring competition for high-value contracts could help secure better value for money, however there are a shortage of businesses willing to tender for these opportunities.

Town councillors are expected to review these findings at tonight’s Resources Committee meeting, potentially considering steps to strengthen procurement practices in future events and projects.
