Town councillors are set for a heated debate at its upcoming full council meeting on Monday, March 24th, as councillors prepare to discuss two special motions aimed at reversing a controversial decision regarding meeting accessibility.

The issue stems from a resolution passed at the council’s meeting on February 24th, where the majority of councillors voted against the Town Clerk’s recommendation to allow officers to find alternative venues for hybrid meetings in cases where a registered disabled councillor faces physical attendance barriers.

The decision has sparked significant criticism, with allegations that the council has violated the Equality Act 2010 and the Health & Safety at Work Act 1974.

Councillor Jack Griffin Lewis, supported by Councillor Val Howard, has tabled a special motion calling for the reversal of the decision, citing legal and ethical obligations.

According to the motion, the council’s refusal to accommodate a disabled councillor’s participation may have breached anti-discrimination laws, putting the council at risk of legal action and reputational damage.

The motion also highlights that the decision contradicts the council’s own Code of Conduct, which requires members to uphold equality and fairness. Additionally, two councillors have formally complained to the mayor, expressing their disappointment over what they see as an act of discrimination.

The special motion proposed by Cllr Lewis includes four key actions:

  1. Reversing the decision and instructing officers to seek accessible venues.
  2. Issuing written apologies to the affected councillors and the public.
  3. Modifying council policies to include mandatory equality and diversity training for councillors.
  4. Delegating meeting arrangement decisions to officers to prevent future instances of discrimination.

A separate motion, submitted by Mayor Councillor Pete Lewington and Cllrs Paul Harris, Nicky Tanner, and Ruper Taylor, also calls for reconsideration of the decision but differs in its approach.

The two motions will be debated in order of submission, with potential implications on which elements are ultimately put to a vote.

Town Clerk’s Warning

A memo from the Town Clerk underscores the seriousness of the situation.

It notes that the council’s position has led to wasted officer time on legal concerns and councillor inquiries, detracting from other community priorities.

The Town Clerk also confirmed that both special motions have been properly submitted under the council’s Standing Orders and will be debated in accordance with procedural rules.

The outcome of Monday’s meeting could have significant consequences for the council’s legal standing, internal cohesion, and public perception.

If the motions fail, the council may face legal challenges and further scrutiny over its commitment to equality and inclusion.
