A new petition launched by Newtown County Councillor Joy Jones is calling on Powys County Council to scrap the upcoming changes to Household Waste Recycling Centres (HWRCs), which include a booking system and additional charges for DIY waste disposal.

The petition, titled "Abolish Powys Tip Booking System and Additional Charges," has gained support from fellow county councillors Ange Williams, Geoff Morgan, and Claire Mills.

It aims to challenge the council's decision to implement these measures, which residents argue will create unnecessary inconvenience and financial strain.

From March 25, residents will be required to book a time slot to access HWRCs across the county. Then, from April 1, 2025, additional charges will be introduced for disposing of DIY waste, with fees varying depending on the type of material being discarded.

These changes were agreed upon as part of Powys County Council's 2024/25 budget-setting process and are not linked with the change in operator at the sites.

The petition argues that these new measures will have negative consequences for the community, making it more difficult for residents to responsibly dispose of their waste. Many fear that the additional steps required to use the facilities will deter people from recycling properly, potentially leading to an increase in fly-tipping.

Cllr Jones has also taken to Facebook to rally support, urging residents to sign and share the petition. She posted:

We have started a petition to Abolish Powys Tip Booking System and Additional Charges.

Many people in our community are frustrated by Powys County Council's decision to introduce a booking system for Household Recycling Centres across the county which will include extra charges for disposing of DIY waste."

Supporters of the petition are urging Powys County Council to reconsider their decision and ensure that waste disposal remains free and accessible for all.

As the April 1 deadline approaches, local opposition to these policies continues to grow, with campaigners hopeful that strong public support will push the council to rethink its approach.
