A proposal for the upwards extension of the north-wing of a bungalow has sparked concerns from the Council's Ecology Officer due to a lack of biodiversity enhancements.
The applicant, Mr A Williams, has put forward plans to transform the existing L-shaped bungalow, which is located on Fron Lane, into a partial two-storey dwelling.

Despite the applicant's intentions, objections have been raised by Powys County Council Ecology Officer Jack Lewis-Lloyd. The primary concern revolves around the lack of information regarding certain aspects of the proposed development, particularly external lighting installations. The officer advised that any external lighting introduced should comply with the guidelines outlined in the Bats and Artificial Lighting document for the sake of biodiversity.
Another point of contention is the lack of details demonstrating how the proposed extension will provide a net biodiversity benefit. Welsh regulations mandate that all developments must offer opportunities for biodiversity enhancement.
Suggestions, such as bird and bat boxes, wildlife buffer strips, and wildlife-friendly landscaping, have been proposed but not confirmed in the submitted plans.
Town councillors will consider the application at their next meeting in October and provide a comment, however the final decision will be made by Powys County Council at either their Planning Committee or delegated to officers.
The application can be viewed online here and using reference '24/1218/HH'. Comments can be submitted via the Planning Portal.
