From 1 April 2025, changes to the Household Waste Recycling Centres (HWRCs) in Powys will come into effect - here’s everything you need to know about the new system.

Explaining how the new changes will operate, the Powys County Council Cabinet Member responsible responds to your questions. Cllr Jackie Charlton said:

“Despite some negative publicity in other local authority areas where booking systems have recently been introduced, feedback gathered in resident’s surveys confirm residents are very happy with the system once it has settled down.”

“In fact, in a recent survey by a council in North Wales, 81% of residents ranked the new booking system as excellent, and 83% are in favour of keeping it in place. 

“Change is always a challenge to begin with.  It will soon become second nature and remembering to pre-book a time slot will make your visit to the household recycling centre more efficient knowing that you have your own slot to recycle your waste with the help of the staff, if needed.”

How do I book a visit?

To visit any HWRC from 1 April 2025, you must book a time slot in advance. This can be done quickly and easily online or by calling 01597 827465.

When booking, you will need to provide your name, address, email, and vehicle registration number.

Why has a booking system been introduced?

The booking system has been implemented to:

  • Reduce congestion and queuing times

  • Make visits more efficient

  • Ensure staff can provide assistance to those who need it

  • Improve recycling rates

  • Prevent non-legitimate use by commercial operators or out-of-county visitors

How far in advance can I book a time slot?

You'll be able to book a time slot up to seven days in advance of your visit. In many cases you'll be able to book on the same day. The first bookings can be made from 25 March 2025. 

Will there be a charge to book a time slot?

No, the recycling centres remain free for Powys residents to dispose of and recycle their household waste. However, there may be charges for disposing of certain types of waste, such as DIY and building type waste.

How long are the time slots?

Each time slot will be for 10 minutes. This should be plenty of time to recycle all your waste correctly. To make the most out of your visit, please remember to sort and separate all your waste and recycling before you arrive on site. Mixed waste (recyclable and non-recyclable waste mixed together) will not be accepted.

Do I need to pay to get rid of DIY waste?

Yes. DIY waste is classified as industrial waste rather than household waste. From 1 April 2025, a small charge will apply when disposing of DIY materials at HWRCs. The charge will help cover handling and disposal costs.

How do I pay for this?

You will need to pay during your visit before disposing of any DIY waste. The charges have been kept as low as possible to ensure continued access to all five HWRCs in Powys.

What type of waste is DIY waste?

DIY waste includes items such as:

  • Bricks, rubble, and concrete

  • Plasterboard

  • Tiles and ceramics

  • Fitted kitchens and bathrooms

What will happen to the Reuse shops?

Powys County Council is working with local community groups and charities to introduce reuse shops at HWRCs where space permits. These shops will allow residents to donate and purchase second-hand items, with proceeds benefiting local causes.
